Edrick Brooks died at the Cuyahoga County Jail early Friday morning, the third person to die there in just over a month.

The 8th District Court of Appeals found that during Ken Mills' trial a visiting judge should have never allowed the use of a photo of a person who died at the jail and testimony about deaths there, including from outside the time period when Mills was employed by the county.

Melissa Musson was found "in distress" in her cell 24 hours after arriving at the Cuyahoga County jail and died shortly after being found early Tuesday morning.

The decision comes as county council was on the verge of approving the $20 million purchase of a site for the jail and the extension of a sales tax to pay for it.

As Cuyahoga County reaches a pivotal stage in its planning for a new county jail, critics of that plan are raising concerns that officials are rushing the project.

The increase in the number of cases comes as with the jail's inmate population nearing capacity; Former Cavs coach Mike Fratello to receive the Chuck Daly Lifetime Achievement Award.

Shondo Moffitt, 39, died in April while detained at the jail.

The full cause of death for Cleveland resident Adam Weakley is listed as hypertensive and ischemic cardiovascular disease, essentially blocked arteries in his heart that lead to his death. Weakley died on Jan. 16, 2022 at 30 years old.

The site will require an environmental review before the committee planning for the new jail approves it.
