The American Civil Liberties Union of Ohio has filed a lawsuit challenging the constitutionality of two Cleveland laws that aim to reduce panhandling. The ACLU says the laws violate free speech. This as the Trump administration is getting closer to unveiling a budget that reportedly looks to limit money for environmental programs.
