For lower and moderate income individuals and families, something called the Earned Income Tax Credit can bring some financial relief this time of year. Established by Congress in 1975, it's considered one of the most effective measures to reduce poverty and is considered the largest poverty relief program in the country. Yet, 20% of those eligible to collect do not.
