Passenger rail is building a head of steam. State lawmakers from both parties are inclined to use a chunk of federal stimulus money to start up a train connecting Cleveland with Columbus and Cincinnati. But if the service is provided will people use it? It's an open question. Meanwhile lawmakers are suggesting changes for highways too. One proposal would allow trucks to drive as fast as cars on the interstates. Another would use automatic cameras to monitor speeding in construction zones.
