The question is: What's the best way to get drivers to lay off the gas? Can traffic-calming street designs help? Planners are looking for answers right now with a traffic diversion experiment on Franklin Boulevard on Cleveland's West Side. We'll discuss the Franklin options and look at the need for traffic calming plans throughout Northeast Ohio.
