When you go shopping Target or a local merchant -- Evie Lou in Tremont, say, or Salty not Sweet in Ohio City -- you've got to dig deep for sales taxes. You're supposed to do that when you buy on-line, too, but many Internet-based retailers leave that up to the buyer. And sometimes buyers, uh ... forget. That may change soon.
