Cleveland's Historic Teacher Contract

The Cleveland School Board hammered out a tentative contract with the teacher's union that would institute some groundbreaking changes: Pay raises and layoffs would be tied to teacher performance, not seniority or advanced degrees. Only a handful of districts nationwide, none in Ohio, have so extensively revamped the teacher pay system.
