The USDA says only 42 percent of seniors who are eligible for SNAP benefits to help pay for groceries actually use them, compared to about 83 percent overall. This disparity is just one issue that Secretary of Agriculture Tom Vilsack says is being addressed in proposed tweaks to the SNAP program. He spoke to ideastream's Tony Ganzer:
