Cleveland, most people can agree, has not capitalized on its waterfront real estate. A sewage treatment plant, an industrial port, uninspiring lakefront parks and an airport dominate the shoreline. The regional Port Authority has a plan to make things better, balancing recreation, economic development and industry. But it needs more cash to do it.
