The interim CEO of Cleveland's schools is no passive caretaker. Peter Raskind sees himself more as a problem solver. And the problems are immense. Raskind, the former National City Bank CEO, is making tough choices at the helm of the troubled district: He wants to lay off 13 percent of the workforce, close seven schools and push for a tax levy.
