Governor John Kasich had a simple explanation last week as he unveiled the state's new school funding formula. He said, "If you are poor, you're going to get more. If you are rich, you're going to get less." Turns out the calculus is a little more complicated than that. Some poor districts such as East Cleveland won't get more.
