Cleveland City Council overwhelmingly voted to limit locations of medical marijuana dispensaries and cultivation sites on Monday; as well as production and refining facilities in the city.
With the new zoning requirements, it becomes difficult for any facility to start up in the city.
Does that mean Cleveland loses out on potentially thousands of dollars in tax revenues?
