Russia’s war in Ukraine has upended decades of German policy. The country is now shipping heavy weapons to Ukrainians, breaking a long tradition of refusing to export arms to war zones.
But Germany is also dependent on Russian energy, and fears that Putin could turn off the tap in retaliation.
