The debate in Congress over whether to extend unemployment benefits again is likely to be a re-run of earlier debates. Democrats argue that an extension is needed because the national unemployment rate remains high at nearly 10%. Republicans argue that the federal government simply cannot afford the billions of extra dollars that an extension would cost.
