Cities across Ohio are going to have to make due with less state money: Balancing Ohio's budget means cutting aid to cities. In Cleveland, where budgets were balanced in recent years without layoffs, the state squeeze is being blamed for hundreds of proposed job cuts, including 123 police officers and 51 firefighters.
