Investigators say T.J. Lane, Lindsey Bruce and Cliff Opperud had “unimpeded access” for several months to a maintenance area after breaking the lock, and built a ladder out of wood from old cabinets.
On Sept. 11, they used the ladder to climb to the top of the prison’s administration building, jumped off it and ran. They were captured hours later.
Prison officials have installed higher-security locks and more razor wire, as well as fixed perimeter lights and a security camera that had been out for three months after a lightning strike.
Officials also said the warden has been reassigned and the deputy warden demoted. The three inmates have been moved from the Allen Oakwood Correctional Facility to the “supermax” facility near Youngstown.
Bruce and Lane are serving life sentences and won’t be prosecuted, but Opperud has been sentenced to an extra five years in prison.
