A state task force on police-community relations is in its final weeks before releasing a report to Governor John Kasich.
Task force co-chair Nina Turner, a former Democratic state senator, said the group will discuss ideas in a meeting on Thursday.
Turner said the panel has heard proposals such as collecting data on racial profiling and better preparing police to interact with those with mental illness.
"There's going to be much more work that needs to take place beyond this task force and we all have to come to grips with this. We didn't get here overnight, and the problems are not going to be solved overnight. But are we off to a great start in the state of Ohio? I would have to say yes."
Task force members proposed steps to hire more minority and women applicants on police forces. Some members also suggested allowing outside agencies to play a role in investigations of deaths at the hands of officers.
The panel was created by Kasich after high-profile fatal shootings by police, including that of John Crawford near Dayton and Tamir Rice in Cleveland.
The task force is slated to deliver its report to the governor at the end of the month.
