The republican controlled Ohio Senate could play the spoiler during the next two years if it doesn't go along with legislation passed by the democratic controlled house and democratic Governor Ted Strickland. Senate President Bill Harris says lawmakers in his chamber will be looking for ways to make government more efficient. He says making changes to Ohio's Medicaid program could be on option. Harris says the top priority for the Ohio Senate will be to improve Ohio's economy. But he warns that could be tough because lawmakers won't have much money to work with.
