On April 14, Cleveland joined the ranks of more than 100 cities that have raised the legal age to buy cigarettes and tobacco from 18 to 21. It's a move applauded by health experts who say it will help keep tobacco and cigarettes from reaching middle and high school students. Merchants say it's going to hurt them, that it's not enforcable and that scofflaw sellers will now have an advantage over legitimate ones.
