Ohio Governor John Kasich proposed a $63.1 billon dollar biennial state budget yesterday. It would greatly expand the number of people enrolled in Medicaid, recalculate the school funding equation and slash income tax rates by 20 percent for individuals and 50 percent for small businesses.
