By this time next year, Cuyahoga County will be just weeks into an entirely new form of government: an executive and council which will replace the current county commissioners and most other county-wide elected offices. It's a transition that some say will create the second most powerful officeholder in the state, and those leading it have already called for a 15 percent spending cut and engaged a thousand volunteers to help flesh out the change.
