A report by a Summit County task force says conditions at the jail need to be improved. The review was triggered last fall after a male inmate with a history of mental illness died of cardiac arrest while in custody. Among the commission's recommendations: Increasing the jail's mental health resources, providing more room to exercise, and transforming the library into a resource center, which could help inmates with their transition back into society. ideastream reporter Nick Castele was at the briefing where the proposals were unveiled and discussed them with managing producer Joe Frolik.
