Ohio's Surplus: Spend It or Save It?

The state's rainy day fund contained barely a drop -- less than a buck -- when Governor Kasich took office. Today, there's $482 million in the bank. The governor says it should stay there -- a storm of Medicaid costs could be coming. Others, such as school administrators and local mayors say it's already raining on their budgets due to recent state cuts and the rainy day fund ought to come to their rescue. What do you think?
