Children who fall behind in learning early have a hard time catching up and the gap widens. The Ohio Early Childhood Race and Rural Equity report found that poverty is tied to early educational development and that minority children and those in Ohio's 32-county Applachian region are more likely to be behind when Kindergarten starts.
