Obama: Let's Clobber Carbon

President Obama wants to fight global warming with new rules requiring US power plants to slash carbon dioxide emissions 30 percent by 2030, a move that could hasten the demise of coal. The President seeks to bypass an uncooperative Congress with an executive order. That maneuver, and the plan itself, are already under fire from opponents. Legal challenges are assured.
