Cuyahoga County continues to lead the state in foreclosures with nearly 14,000 new filings last year. Meanwhile, Lorain County has the fastest five-year growth rate in foreclosures among urban counties while Summit county actually saw a decline of 16% in its foreclosures in 2008.
