Good morning and welcome to Day Two of the Polar Vortex on this Thursday, Jan. 31st, 2019.

For a second day, hundreds of schools are closed and local government services reduced, as the region and much of the Midwest remain locked in a deep freeze.  Cuyahoga County's offices will be staffed but only with essential personnel today.  Lorain County's government offices are closed.  But the U.S. Postal Service says its carriers will be back on the job in Cleveland today.

In Euclid, police say a man was found dead in the freezing cold.  Police say the 59-year-old was a resident at the Willow Rehabilitation Center and had left the building through an open bedroom window.  In Cleveland, emergency medical service personnel responded to two calls for cold weather injuries.  The city says neither case required transport to a hospital.

Early commuters had to deal with street and highway closures due to two water main breaksOne, in Cleveland's Tremont neighborhood, has closed local streets and temporarily disrupted the I-490 Eastbound and Westbound lanes at the I-71 juncture because water was flowing off the W. 14th Street overpass and onto the highway.  A closure at I-490 west at the I-77 and I-480 juncture has been reopened.

Sen. Sherrod Brown kicked off his "dignity of work" tour of four early presidential primary states at a packaging supply company in Brunswick.  Brown, who's considering a presidential bid, told the crowd the eventual Democratic party nominee will have to embrace a progressive message.

Browns quarterback Baker Mayfield says he wants the Browns to be at next year's Super Bowl, but on the field, not on media row conducting interviews.  Mayfield is in Atlanta, where the Patriots will take on the Rams in Super Bowl LIII.

Weather forecast: Warming up a tad, to 5 degrees.  Plenty of sunshine, but still very cold.  Southwest winds fo 11 to 15 mph will make it feel like -25.  A wind chill warning remains in effect until 4:00 p.m.  Tonight, a chance of snow showers.  Low 3.
