The U.S. Department of Justice says Cleveland police show a pattern and practice of using unnecessary and excessive force, including deadly force. That's the result of a year-and-a-half investigation, started after a lengthy chase and fatal shooting in 2012.

The investigation's findings were released today in a press conference featuring Attorney General Eric Holder, Acting Assistant Attorney General for Civil Rights Vanita Gupta, United States Attorney for the Northern District of Ohio Steven Dettelbach and Cleveland Mayor Frank Jackson.

Ideastream's Tony Ganzer speaks to Nick Castele about the report.
