The House version of Gov. John Kasich's budget includes a change in policy on charter schools that surprised and shocked even those who support those alternative institutions of primary and secondary education --- they'd be permitted to be run by for-profit operators with very little performance accountability requirements.
But, Statehouse correspondent Karen Kasler reports, it's been a challenge to find out exactly who is behind that change.
