The charges include attempted murder, kidnapping, aggravated robbery and felonious assault.
This is the third major gang indictment announced in the past several months. Cuyahoga County prosecutor Timothy McGinty said more are to come.
"The dividends are received immediately, and crime goes down," McGinty said. "And we're seeing it. And we're going to see more of it as we take these people out, one gang after another, one group after another."
12 adults and one juvenile are accused of being members of the gang, which operated in the Glenville neighborhood on Cleveland's east side. Officials said the Cutthroats are linked to the Heartless Felons, another Cleveland gang. An additional non-gang member also faces charges. All but one of the people indicted have been arrested.
