Brown, a Democrat, is stumping for a bill called the Troop Talent Act of 2013, which aims to help veterans get the professional certifications they need to be hired for certain civilian jobs.
"If you were driving a truck in Kuwait, you ought to be able a little more easily to get a commercial drivers' license in Cleveland," Brown said. "If you were a medic in Iraq, you ought to have a leg up on becoming a certified EMT, because you've seen the worst kind of trauma on the battlefield."
The bill is cosponsored by eight Democrats and seven Republicans. Brown's office says he plans to join them. Currently, the Senate version of the bill is sitting in the Armed Services Committee.
Brown spoke today at Pulaski Post 30 of the Polish Legion of American Veterans in Cleveland's Tremont neighborhood.
