For more than a year, a tax-shift plan from Ohio Governor John Kasich has gone nowhere. Kasich has proposed raising the severance tax on oil and gas drilling and using the revenue to lower the state income tax. Although state legislators have ignored the idea and haven't even given it committee hearings, two key leaders are now predicting it will become reality next year. Statehouse correspondent Bill Cohen reports.
