State senators Tuesday decided to block a house-passed proposal that would have regulated so-called internet cafes and sweepstakes stores so tightly, many might go out of business. The blocking means that the measure is dead for this legislative session, but supporters and critics alike agree the issue will re-surface when a new legislature convenes next month.
