Sometimes, when Ohioans go to the polls, they are required to cast provisional ballots. One of the main reasons is that the voter is not voting in the correct precinct. One of the problems with provisional ballots is they have a greater chance of not being counted. State lawmakers are debating ways to deal with the problem. Ohio Public Radio's Jo Ingles reports.
