Most Ohioans who are eligible for a discount on their basic monthly telephone service are not applying for it. That's the word from state government's utility consumer advocacy agency, the Consumers Counsel. Spokesman Ryan Lippe talked with Ohio Public Radio's Bill Cohen. The agency says 240,000 Ohioans currently receive the discounts and benefits of the Lifeline telephone program, but even more people are eligible and are not getting the special deal.
