Scioto County, in southern Ohio, is the one with the financial headache and a state commission will now be appointed to approve a remedy.

That is Ohio Auditor Mary Taylor. She says Scioto County officials shouldn't be surprised about the "emergency" label the county has just received. Taylor notes the county first began experiencing a deficit in its general fund 3 years ago...and local officials have never gotten the financial mess under control.
