Plain Dealer: Cleaning up the Great Lakes and tributaries and keeping them healthy -- and navigable -- will take a lot of money. President Barack Obama, building on blueprints authorized by then-President George W. Bush in 2004 and completed in 2005, has shown a commitment to the plan known as the Great Lakes Regional Collaboration Strategy.
