Michigan Governor Jennifer Granholm today(Wednesday) signed a bill ratifying the agreement during a ceremony in the Lake Michigan town of Saugatuck.
Governor Strickland signed Ohio on last month. At a forum for manufacturers in Cleveland, Strickland praised the compact.
STRICKLAND: This agreement will establish a way for the 8 states and 2 provinces that border the lakes to protect the waters for sustainable future use and to provide a predictable permit system for industries.
The agreement outlaws most diversions of Great Lakes water from their natural drainage basin, while requiring the states to regulate their own large-scale water use.
The pact still needs approval of Congress and the White House.
Ohio Senator George Voinovich is expected to be one of the primary congressional sponsors.
