Under pressure from the Ohio EPA, the city of Columbus is planning to build a tunnel system to handle surges in storm water runoff. At present during heavy rainfall, polluted water empties into the Scioto River untreated. It's a project similar to one underway in Cleveland and with similar funding issues.
