Over the last few years, Scott Wolstein has tried to acquire the land to build 300 housing units, a boardwalk, and park district in the once bustling entertainment district. The Cleveland Cuyahoga County Port Authority, on Wolstein's behalf, is fighting to seize the property by eminent domain. The port has successfully brokered purchase deals with three landowners, but the remaining holdouts say port appraisers valued the property too low and had a conflict of interest because they once worked with Wolstein.
Port attorneys say the land is blighted and the project will revive the Flats.
