The rules are clear: All those enjoying the Lakewood park must be licensed, vaccinated and wearing a collar. No one said they couldn't bark. After all, it is a dog park. But a handful of nearby Rocky River residents have unleashed a lawsuit to shut down the park. They claim the pets are too doggone noisy, fight too often and, to put it bluntly, stink.
