Ohio’s Recidivism Rate Ohio’s recidivism rate has fallen to almost 27 percent, far below the national rate of 44 percent. According to the Ohio Department of Rehabilitation and Correction, reentry programs are obviously making a difference. But according to some experts, the real reason for the low recidivism rate is that the state has eased its drug laws. What's Ohio doing right? What more could be done?
