Is the Horseshoe Casino a Jackpot for Cleveland? The Cleveland Horseshoe Casino has been open for a year-and-a-half now. It's one of the more profitable ones in the state, grossing $70 million in October, but is it living up to the promises made to voters? And what about phase II, a larger casino in the Flats? That project is in the planning stages, but ground hasn't been broken yet. We'll find out if the casino is on a winning streak.
