Tens of thousands of families, many in Northeast Ohio, include children adopted from other countries -- China, Guatemala and Russia, for example. But the international adoption picture has been changing in recent years as countries make stricter rules. Russia has banned American adoptions. We'll talk about the changes and their effects.
