Cleveland Mayor Frank Jackson has been criticized in the past for being a man of few words and, his detractors say, few grand ideas. But this year, he's pushing big-picture plans: A $2 billion lakefront redevelopment, restructuring the fire and EMS divisions and shutting off Public Square traffic to create a landmark park.
