Uniforms. Single-gender academies. Boarding school for troubled teens. Cleveland City Schools are raising the bar. Cleveland School Chief Eugene Sanders calls for radical change. He wants to improve test scores and hand out more diplomas to make Cleveland a system that attracts kids, not repels them.
