Suburbs are finding new ways to increase safety and preserve the integrity of neighborhoods: fine the parents and punish the landlords. Bedford wants to fine parents whose children constantly commit crimes that fall under the umbrella of disorderly conduct. A law in Shaker Heights would penalize landlords for tenants' criminal behavior. Will the measures restore quality of life or violate civil rights?
