Regulating Misbehavior

Suburbs are finding new ways to increase safety and preserve the integrity of neighborhoods: fine the parents and punish the landlords. Is regulating misbehavior a good idea or a step too far? Join Regina Brett for the discussion Friday morning on The Sound of Ideas.
