State lawmakers are working on new rules to allow AT&T to get into the television business. Competition: that's supposed to be good for consumers, right? The critics say Senate Bill 117 will allow companies like AT&T and Time Warner to sidestep agreements with local municipalities and jeopardize public access stations.
