Tamir Rice Shooting: One Year Later

It has been a year since the police shooting death of Tamir Rice. Our reporters Nick Castele and David C. Barnett bring us up to date on the case. It's also been almost a year since the U.S. Department of Justice issued findings of excessive use of force in the Cleveland Division of Police, leading to a consent decree. We'll talk about the decree with a member of Cleveland's Community Police Commision and also discuss how these type of policing reforms have fared in other cities. Are they effective in the long run?
