Grand, and incredibly expensive, plans to relocate the port of Cleveland and to remake miles of Cleveland lakefront have been scrapped. Instead, the port authority plans to stay right where it is, beef up maritime operations and devote itself to stewardship of the lakefront and the Cuyahoga River.
